Abstract

THE SERVICES PROVIDED BY TRAMS AND BUSES ARE CURRENTLY BEING ADVERSELY AFFECTED BY INCREASING MOTOR TRAFFIC CONGESTION. THE ATTRACTIVENESS OF THE SERVICE TO PASSENGERS IS REDUCED AS TRAFFIC DELAYS CAUSE UNEVEN HEADWAYS AND REDUCED TRAVEL SPEEDS. SIGNIFICANT INCREASES IN PUBLIC TRANSPORT OPERATING COSTS ALSO OCCUR. THE EXTENT OF THESE DELAYS, THE VARIOUS CAUSES AND EFFECTS, PARTICULARLY IN TERMS OF 'PAIRING' AND 'BUNCHING' OF VEHICLES, ARE DISCUSSED. VARIOUS MEANS BY WHICH IMPROVEMENTS COULD BE BROUGHT ABOUT ARE DISCUSSED IN TERMS OF COSTS, EFFECTIVENESS AND IMPACT ON OTHER ROAD USERS.
