Abstract
The 15 years road building scheme us submitted by the Federal Min. of Transport is a great significance. This scheme is featured by two great deficiencies, namely the absence of a comprehensive road construction scheme covering the whole Federal road network. Beyond that, even as the Federal trunk road network is concerned, a covering of the demand in road capacity will not be achieved because antiquated principles of finance are adhered to. As a prerequisite of a comprehensive planning of investments in spheres of transport an early initiative to be taken by the Federal Government and Diet in the next session is needed with the objective of allowing to accurately assess, for the two.
