Incident management combined with traffic management.

Abstract

Incident management (IM), the safe and efficient handling of incidents on roadways, can be made even more effective by combining it with traffic management (TM). TM facilities can be used to warn road users of incidents, keep updated on the clearing process and divert traffic away from the incident location to reduce delays. This paper gives an overview of possible TM measures supporting IM. It is imperative that the effect of combinations of (IM and TM) measures is investigated before it is applied. The paper illustrates how simulation with a microscopic traffic model like AIMSUN2 can help to train emergency services and traffic operators in control centres. They can see the impacts of their decisions and assess the results of combined IM and TM measures. It can also serve as a tool for researchers to choose the best measures, without the direct need to test them on the road. For the covering abstract see IRRD E102946.
