The report discusses the effect of non-financial measures intended for traffic restriction such as restricted parking spaces, bus lanes, impeding vehicle access and altering working hours. These measures, with other traffic methods comprise the main traffic restriction policies considered. Approaches either as an overall approach or a more selective one are discussed, although there are doubts as to the economic efficiency of unduly isolated measures. In the report restraint measures are examined that are considered capable of improving the quality of life as well as traffic flow. This policy implies a series of measures within which traffic restraint is only a part depending on the aim being pursued. This in turn requires attention to the specification of objectives, the decision-making system within which measures are chosen, as well as the measures themselves.
