Das vorliegende Projekt umfasst die Konzeption eines Instrumentes, das die Zielerreichung der unterschiedlichen Anspracheformen der Verkehrssicherheitsarbeit abbilden kann. Zudem soll das Verhaeltnis von Kosten und Wirksamkeit transparent gemacht werden koennen. Ziel ist es, das angestrebte Controlling-System als Entscheidungshilfe fuer Auswahlentscheidungen im Hinblick auf die guenstigsten Anspracheformen hinsichtlich des Kosten-Wirksamkeitsverhaeltnisses nutzen zu koennen. Die Tauglichkeit des Konzeptes soll beispielhaft an vom Bund gefoerderten Massnahmen zur Verkehrssicherheit von Senioren aufgezeigt werden. Die Arbeit hat das formale Ziel, konkrete Gestaltungsvorschlaege zu machen, die fuer die Bewaeltigung anstehender Problemlagen notwendig sind. Das Projekt steht im inhaltlichen Kontext mehrerer Forschungsauftraege, die sich mit der Analyse und Reform von moderatorengestuetzten Verkehrssicherheitsprogrammen befasst haben und derzeit befassen. Das vorgestellte Informations- und Steuerungssystem enthaelt folgende Leistungsmerkmale: - Ueberfuehrung des Managements von Aktionsformen in ein Steuerungssystem, das mit einfachsten Mitteln (MS Office, geringer Datenpflege-Aufwand und Verzicht auf laufende Aufwands-/Kostenermittlungen) realisiert werden kann und allgemeine Anforderungen pragmatisch abbildet. - Adaption des betriebswirtschaftlichen Konzepts einer produktorientierten Steuerung fuer die Steuerung von Aktionsformen. Die Aktionsformen werden als Produkte definiert, werden mittels eines Produktblatts beschrieben und auf der Basis der Zielerreichung von Produktzielen gesteuert. Die Zielerreichung wird durch Wirkungsindikatoren ueberprueft. Ziele und Wirkungsindikatoren koennen fuer quantitative Ziele (zum Beispiel Mindestanzahl an Veranstaltungen, regionale Verteilung von Veranstaltungen) und qualitative Ziele formuliert werden. - Die Adaption der produktorientierten Steuerung ermoeglicht die Uebernahme von in der Praxis bewaehrten Elementen und Verfahren. Ergaenzendes, innovatives Element ist die Ableitung von Produkterfolgen und Kosten-Nutzen-Relationen, die eine uebergreifende Vergleichbarkeit von Aktionsformen sicherstellen soll. Durch die pragmatische Ermittlung von "Kosten pro Erfolgspunkt" auf der Basis gewichteter Ziele (und Zielerreichungen) der Aktionsformen wird ein uebergreifender Vergleich von Aktionsformen moeglich. - Unterteilung des Systems in eine strategische Ebene (Koordinator) und operative Ebene (Umsetzerverbaende). Es herrscht eine klare Aufgaben- und Kompetenzverteilung, die die Funktion des Koordinators auf die Gesamtsteuerung und die der Umsetzerverbaende auf die operative Steuerung und Erfolgskontrolle vorsieht. - Die Analyse und Bewertung der derzeitigen Steuerung und Steuerungsinstrumente der Verkehrssicherheitsprogramme fuer Senioren dient insbesondere zur systematischen Abschaetzung der uebertragbaren Verfahren und Prozesse. - Fuer die gegenwaertig betriebenen Programme "Aeltere Menschen als Fussgaenger im Strassenverkehr" und "Aeltere aktive Kraftfahrer" wird bei einer verbandsinternen Umsetzung von einem einmaligen Investitionsaufwand von circa DM 60.000,00 zur Realisierung des Informationssystems ausgegangen (ohne Personalaufwand in den Umsetzerverbaenden). Die laufenden Kosten liegen nach derzeitiger Beurteilung nicht hoeher als die Aufwendungen im Status quo. - Fuer die Einfuehrung des Informations- und Steuerungssystems wird ein Fahrplan der einzelnen Einfuehrungsschritte erstellt. Analog zur Einfuehrung eines Informations- und Steuerungssystems fuer die gegenwaertig betriebenen Moderatorenprogramme wird ein generalisierter Ansatz fuer Informations- und Steuerungsmassnahmen fuer andere Aktionsformen der Verkehrsaufklaerung fuer Senioren entwickelt. Die gegenwaertig betriebenen Programme werden exemplarisch fuer Informations- und Steuerungsmassnahmen im Bereich der Verkehrsaufklaerung fuer Senioren betrachtet. English abstract: The present project is concerned with the conception of an instrument which can show the degree to which the different means of communication used in traffic safety work reach their targets. In addition to this the relationship between costs and effectiveness are to be made transparent. The aim is to be able to use the controlling system to be developed as a decision-making aid when selecting the most favourable means of communication taking into consideration the relationship between cost and effectiveness. The usefulness of the concept is to be demonstrated using examples from measures towards traffic safety for the elderly funded by the federal state. The formal aim of the work is to make concrete proposals for the design of measures which are needed to solve current problems. From the point of view of content the project must be seen in the context of several research projects which have been and are currently concerned with the analysis and reform of traffic safety programmes supported by moderators. The information and control system which is presented contains the following characteristics: Transfer of the management of forms of action into a control system which can be realised using the simplest means (MS Office, low requirement for data management without the necessity for constant expense and cost finding) and which reflects general requirements in a pragmatic way. Adaptation of the economic concept of a problem-orientated control system for the control of individual forms of action. The forms of action are defined as products, described in a product sheet and controlled based on the achievement of product targets. Achievement of the targets is checked by means of effect indicators. Targets and effect indicators can be formulated for quantitative targets (e.g. minimum number of events, regional distribution of events) and for qualitative targets. The adaptation of product-orientated control enables the takeover of elements and procedures which are tried and tested in practice. An additional innovative element is the extrapolation of product results and cost-benefit relationships which are intended to ensure higher-level comparability of different forms of action. Through the pragmatic determination of "costs per success point" on the basis of weighted targets (and achievement of targets) of the forms of action, higher level comparison of forms of action becomes possible. Division of the system into a strategic (coordinator) and operative level (implementing organisations). There is a clear distribution of tasks and competencies which intends the function of the coordinator to be that of overall control and that of the implementation bodies as being that of operative control and results control. Analysis and assessment of current control and control instruments of the traffic safety programmes for the elderly particularly serves to systematically assess the transferable procedures and processes. For the current programmes "elderly people as pedestrians in road traffic" and "elderly active drivers", a one-off investment of approximately DM 60,000.00 is assumed for realisation of the information system by the implementation bodies (without personnel costs within the implementation bodies). At current estimates running costs will not be higher than if the status quo were maintained. A schedule containing the individual steps will be created for the introduction of the information and control system. In the same way as the introduction of an information and control system for the currently operated moderator programmes, a generalised approach for information and control actions for other action forms of traffic education for the elderly will be developed. The programmes being operated at present are investigated in an exemplary fashion for information and control actions in the area of traffic education for the elderly. (A)
