On behalf of the Division Traffic Engineering of the Department of Public Works of The Hague, three intersections are extensively assessed using a specially developed checklist. One of the intersections had a bad accident history, the other two were assessed for comparison. On the basis of these judgements expectations about possible lack of safe behaviours were stated and rehabilitation measures proposed. It is advised to test these expectations by a more thorough investigation, using video registration and a conflict technique. When the expectations are confirmed, the investigation can be repeated after taking measures, in the way enabling to test the effectiveness of these measures in changing the lack of safe behaviours.
