Institutional bottom-up approach for the Buenos Aires urban transport.

Abstract

The objective of this paper is to describe and assess the project development in terms of ensuring consistency of transportation policies, concerning planning, land use, and environment. The strategy selected to arrive to coordination in the urban transport sector was through a bottom-up approach. This paper encourages using it in two ways: (a) the development of a core group of technical skills in metropolitan transport planning; and (b) the carrying out of an urban transport study which will require the cooperation of different agencies in the area through the creation of a steering committee. The paper shows the progress and effectiveness of such strategy. (A) The French title of the paper is: "Méthode institutionelle concue à partir de la basse pour le transport urbain de Buenos Aires".
