Abstract

Diepens and Okkema Traffic and Transport Consultants conducted a study called 'Pilot Bestelverkeer' (Pilot Delivery Vans) in the Netherlands to evaluate insurance incentives to reduce accidents with delivery vans. The first stage of the project was to examine the financial costs of an accident for the company and to create an instrument that can be used by fleet owners and insurance companies to implement a safety culture within the company. The different types of financial costs associated with an accident are listed. Financial costs of accidents with delivery vans were investigated using interviews and questions. The average financial costs of 25 registered accidents amounted to 691€ including franchise costs and time loss costs. The study showed that companies were prepared to take preventive measures to reduce accidents and damage only when the damage and insurance costsmade up a significant share of the total company costs. A tool was developed to identify potential damage risk factors, quality levels and measuresto improve the safety situation for companies with delivery vans.
