The Gouda-The Hague region is known for its rather severe congestion problems on the A12 motorway. In the long-term investment plans of the Dutch government, no budget is reserved for large-scale infrastructural extension of the capacity of the A12 motorway by building an extra lane. Given the congestion problem, the City Region of Haaglanden and the Province of Zuid-Holland have started with an integral approach of a more optimal utilisation of available capacity, in co-operation with the Directorate Zuid-Holland of Rijkswaterstaat, cities along the A12 motorway and the KLPD (traffic police). This utilisation approach is based on a so-called `multi-modal network philosophy' and aims to design and realise a coherent package of measures to make an optimal use of the capacity available (in time, transport modes and road capacity). Thereby, diminishing the congestion problem even without large-scale infrastructural extensions of the motorway. In direct interaction with the concerned partners, three packages of measures have been selected, the so-called `A', `B' and `C' package. These packages cover: technological, traffic management measures; measures concerning transport demand, like transport management for public and private organisations and public transport; and infrastructural adjustments and minor extension of capacity.
