Abstract

On going decentralization of policy making and the severity of transportation problems puts new requirements on the way the policy and decision making process is organized. Society demands for a transparent process of policy analyses and decision making in which information of projects is geared towards the interests of various parties having a steak in infrastructure decisisons. This goes far beyond a critical examination of generally formulated goals. It requires a comprehensive approach of policy analyses and decision making in transportation and infrastruture development. Three dimensions ought to be considered: substance, process and organization. The process asks for a comprehensive and interactive approach. (A)
