Abstract

This paper reviews the role for evidence-based analysis and modelling in providing transport decision-makers in the UK with effective support, drawing on the experience of the UK Department for Transport's multi-criteria, multi-modal appraisal framework. The system now in place for appraisal of UK transport schemes and policies addresses five objectives: economy, environment, safety, accessibility and integration. It was originally used only for roads schemes, with impacts of a scheme assessed under the objectives and sub-objectives. Decision-making in the Department for Transport is supported by integrated assessment methods: project appraisal, and programme and policy appraisal. By building on evidence, through modelling responses, analysts can provide decision makers with the support they need to be confident that their policies will be successful.
