A simulation framework for evaluating the performance of dynamic traffic management systems is presented. The system consists of four integrated components: (i) traffic management simulator; (ii) traffic flow simulator; (iii) surveillance system module; and (iv) control device module. The traffic management simulator has a generic structure for representing a suite of traffic management strategies ranging from the reactive to the proactive. The traffic flow simulator is microscopic and founded on probabilistic route choice and driving behavior models. The coupling of the control and routing logic of the traffic management system with driver behavior captures the dynamic nature of supply-demand interactions in the network, thus providing a unique tool geared towards an evaluation at the operational level.
