Abstract

The report was prepared by a Scientific Expert Group of the Organisation for Economic Co-operation and Development (OECD) formed in 1995 to study how evaluation methods and planning tools can be designed and used to give equal and co-ordinated consideration to the safety and environmental effects of road transport. The report is based on an international survey of the experience of OECD member countries focusing on the integration of safety and environmental aspects in urban and transport planning. National strategies to tackle traffic safety and environment problems are analysed together with the national, regional, and local institutional frameworks. Based on an outline of the problems and challenges included in Chapter I, introduction. Chapter II sets out the potential for integration and Chapter III reviews the indicators and evaluation frameworks in use. The results of the survey and an analysis of 40 case studies are presented in Chapter IV, Synthesis of current experience. Some central issues and opportunities of integration are taken up in Chapter V, before formulating conclusions and recommendations in Chapter VI. The report should provide useful guidelines for decision makers, road administrators, planners and designers on integrated processes. For researchers who are developing new planning approaches and tools, the report outlines some development needs in this area.
