An integrated systems design approach for traffic control and surveillance.

Abstract

This paper describes the integrated approach adopted for use in the design of the Traffic Control and Surveillance Systems (TCSS) for the Tsing Ma Control Area, Western Harbour Crossing and Route 3 Country Park Section. The Tsing Ma Control Area, which incudes the Lantau Fixed Crossing and the Cheung Ching Tunnel, and the Western Harbour Crossing are part of the Hong Kong's Airport Core Programme which is currently one of the world's largest infrastructure programmes under construction. Upon completion in 1997, they will provide the crucial links from Kowloon Peninsula and Hong Kong Island to the new airport at Chek Lap Kok. In the design of the TCSS, integration of the traffic controller's operating procedures and integration of the sytem components are two important design considerations. Integration from the traffic controller's perspective consists of the ability to control and monitor the traffic operations from any workstation, and perform any function with a consistent and intuitive interface. Integration from the implementor's perspective is the ability to incorporate a wide variety of field equipment from different suppliers into a cohesive system, and to easily and rationally interface with adjacent and related TCSS. These objectives are being met through the adoption of a structured design approach which endorses "open system" concepts and a POSIX (Portable Operating System Interface Exchange) compliant operating system, a distributed architecture, the use of flexible software development tools and wide area communications system which supports local area network (LAN) communication standards. This has resulted in systems which provide integrated operations and can easily be expanded both functionally and geographically. (A)
