Integrating development and transport planning in the new South Africa.

Abstract

Recent local government legislation in South Africa calls for the preparation of Integrated Development Plans. At the same time, land transport legislation calls for the preparation of Integrated Transport Plans. Transportation is one of the fundamental elements of the Integrated Development Plan, specifically in terms of its spatial development framework. This paper examines the strong functional relationship between the two planning processes and explains the difficulties encountered in trying to integrate them.
