Abstract

Building on San Diego's Joint California Department of Transportation/California Highway Patrol Transportation Management Center (TMC) facility, Phase 1 of the IMTMS Project is developing a comprehensive design and implementation plan for how local modal management centers can coordinate their operations through a regional network. This concept was defined as part of the San Diego Association of Governments (SANDAG) Intelligent Transportation Systems (ITS) Plan, completed in 1997. The local modal management centers include the California Department of Transportation (Caltrans) freeway management system, local city, county and state arterial management systems, 3 transit management systems including 2 bus and one light rail operator, commercial vehicle operators, public safety communications centers and a centralized advanced traveler information management system.
