Abstract

The Traffic Management Act 2004 requires highway authorities to proactively manage their transportation networks. The Urban Traffic Management and Control [UTMC] concept provides the natural framework for delivery of this requirement. The initiative in Birmingham for deployment of UTMC is structured to meet the needs of the many stakeholders. The system will deliver a wide range of interdependent services during normal and abnormal conditions, including emergencies. Developing the institutional issues will be the key to the maximising the benefits. For the covering abstract see ITRD E134653.
