Integrating spatial planning and transport policy.

Abstract

This paper looks at the question of integrating transport and land use plans, in order not only to reduce conflict between infrastructure alignments and the environment but also to influence transport demand. Case studies are reviewed from projects in Switzerland involving public participation in the planning of public transport facilities, and where co-operation has been needed between the transport operator, local authorities and land owners. Swiss government support for spatial planning is shown in its inclusion in the transport ministry. In conclusion the author feels that land-use and zoning plans are not in themselves able to drive transport demand into being environmentally sound. An integrated policy involving public transport operators, businesses, shops and governance can lead to sustainability in travel. For the covering abstract see ITRD E118367.
