Abstract

Tropical Storm Allison produced record rainfall causing widespread flooding and millions of dollars in damage throughout the Houston Metropolitan Region. Recognizing crucial lessons and practical experience could be gained through an assessment and evaluation of TranStar's operations during this storm, the Texas Department of Transportation commissioned PBS&J to conduct a brief, in-depth review. This paper provides a background of the events that occurred June 5 through 10, 2001, describes the methodology used to conduct the review, presents the lessons learned relating to Intelligent Transportation Systems (ITS), and identifies several long-term goals for emergency response in the future.
