Abstract

On the basis of research into Intelligent Speed Adaptation (ISA) this report discusses possible concepts of the introduction of ISA. As such, attention is paid to the introduction on the long term, divided into highways, secondary roads and residential areas, as well as the introduction on behalf of a pilot study in a residential district in Tilburg (DE Wijk) which will be newly built in 1998. The research was executed along a technical and a social trace. The technical trace contains possible constructs for an ISA system, a description of traffic knowledge effects and an overview of behavioural effects. Social effects are described in the social trace. The attitude of people towards ISA is indicated as well. The intersection of ISA and the speciality areas: environment, traffic and transport, law, insurance, economy, land-use planning and town-planning is described. In this framework a workconference was held with experts and other parties concerned. The technical and social traces led to a confrontation which resulted in different alternatives for the implementation of ISA. In conclusion, the more compulsory the speed limitation is the more effective ISA will be but also complexity and cost increase and acceptability and social support will be less. Concerning DE Wijk alternatives are proposed, at which a justified choice is made between the effects aimed at the technical attainability, acceptability and social support. (Author/publisher)
