Abstract

Whilst fully supporting the principle that all road users should pay their fair share in road construction and maintenance costs, the IRU is firmly opposed to the impo-sition of traffic prohibitions and discriminatory taxes on commercial vehicles. Costs must he calculated and allocated on as objective a basis as possible -namely by the use of a common system of rates of taxation based on marginal utilisation costs and completed by a compulsory balanced budget with possibility of loan.
