Interoperable trailer monitoring for the Intelligent Access Program (IAP).

Abstract

Transport Certification Australia Limited has identified that in the future, the Intelligent Access Program (IAP) is likely to require trailer monitoring, as part of the process of identification of a vehicle. Trailer monitoring will need to be interoperable, so that any IAP compliant prime mover can be connected to any IAP compliant trailer to provide information about the whole vehicle. On commission from TCA, ARRB Group Ltd consulted with relevant stakeholders in the Australian telematics industry, and reviewed solutions from abroad to determine the capabilities of industry to implement trailer monitoring in an interoperable manner. Fourteen possible technology options were identified based around four broad models. A shortlist was made from the fourteen options, and each was assessed for suitability based on input from industry and regulators. Estimates of the costs and effectiveness of each short listed option were made, followed by identification of the most viable options. A cost-effectiveness analysis showed that a stand-alone system where service providers send trailer information to a centralised hub from which prime mover service providers collect that data and provide IAP reports on the whole vehicle, achieved the lowest (most cost effective) cost benefit ratio.
