Abstract

Over the past few decades significant resources have been allocated to develop the Republic of South Africa's road and freeway network. Recently, however, funds for this purpose have been drastically reduced. The development of a Road Traffic Management System is justified, not only to protect and enhance the vast investment in the road network, but also to ensure the most cost effective spending of scarce funds.
