The Dutch municipal public transport companies are faced with the following goals: more passengers and a higher cost coverage. Investments in streamlining bottlenecks is not adequate for achieving this. A guiding approach is required with mutually reinforcing investments in both public transport and in urban development. The aim is to lay a foundation for a habitable city and attractive public transport system. In order to accomplish this, civic authorities must acquire more financing opportunities for the realization of total projects. (A)
