Abstract

Legally, drivers whose licenses are suspended or revoked may not drive under any conditions. Since so many of these drivers flout the law by driving in violation of the sanction, it is to be expected that a number of them also would be involved in traffic crashes. The evidence is overwhelming toward the conclusion that these drivers are over representd in fatal crashes, and probably in all crashes.
