Israel windshield surveys of pavement condition : validation and use.

Abstract

The paper describes the procedure used by some agencies in Israel to collect highway condition data by employing an in-motion windshield survey. The statistical reliability of the procedure is compared with that of a quick walkover survey method, as well as with that of the PAVER method (i.e., a very detailed walkover survey). The conclusion is that the suggested windshield survey can provide pavement managers with a current and reliable assessment of network-level highway condition. Low costs and high speeds of data delivery are also significant advantages of the method. Finally, some practical recommendations are suggested in order to implement the method.
