Abstract

Japan started nationwide deployment of Electronic Toll Collection System (ETC) in 2001. It has become so popular today that more than 22 million vehicles are equipped with the On Board Unit (OBU) for the ETC, and the ETC is being used for more than 75% of all the toll transactions at the toll plazas as of the end of 2008. Although the operation system and manning of the toll plazas made a significant change with the widespread use of the ETC, payment means for the non-ETC uses, i.e. cash, credit cards, etc., remained as issues to be addressed. Mitsubishi Heavy Industries, Ltd. (MHI) has developed fully automated toll collection system even for the non-ETC users that enables unmanned toll collection at the toll plazas. It is possible to realize a completely unmanned toll plaza by combining the fully Automated Toll Collection System (ATCS) for the non-ETC users and the roadside facilities of the ETC, and a simple yet stylish toll plaza with no buildings. In addition, emergency measure response can be taken from Remote Monitoring Terminal at a remote surveillance building to maintain service level for the ATCS.
