Abstract

Congress is expected to begin working on reauthorization of the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users for the next six-year period during its 2009 session. This article provides a draft set of policy recommendations developed by the Institute of Transportation Engineers (ITE) for the reauthorization. Recommendations are provided in the areas of short and long-term financing sustainability, management and operations; transportation safety; global climate change; improving freight mobility; investing in responsible research; meeting the workforce challenge; and advocating transportation as a national rather than strictly state or local issue. The ITE recommendations provide guidance for the development of an overall surface transportation policy that supports economic sustainability of the system and improved safety and mobility for all transportation system users.
