ITS city pioneers : planning for intelligent transport in Europe's cities.

Abstract

The ITS City Pioneer initiative has been taken to assist the many urban local authorities in Europe that, for a variety of reasons, have so far been unable to exploit fully the benefits of ITS. The project aims to help these authorities by providing a set of practical documents to enable them to adopt a logical approach to establishing the needs for ITS, preparing a deployment plan accordingly and implementing it. The project is building on the ITS results achieved in the European Union's Framework R&D Programmes and related national and local developments. It emphasises the need and scope both to tailor deployment plans to the policy and practical requirements of each city, and to link them to ITS on the Trans European Networks. Based on the main outputs from this first phase of the project, this paper focuses on how the process would work in a typical case. It also outlines the key elements phases to come.
