The paper presents a general overview of the development of ITS in the U.S. and France, then presents a more detailed case-study of ETTM deployment in the two countries, and draws comparisons. It finds that French deployment of ETTM has led U.S. by roughly two years, and that U.S. procurements have been dominated by U.S. technology, while French have included a range of suppliers. The role of government in the procurements is also quite different. French road operators were much less constrained by procurement regulations than their U.S. counterparts. France was much more subject to concerns about integration with surrounding countries than the U.S., although integration issues at the state level in the U.S. were a concern. (A)
