ITS evaluation - changing needs bring new approaches.

Abstract

Evaluation has been an important component of ITS since its beginnings. The motivation behind evaluation is changing, however, and this is changing the way that evaluation is performed. Originally, evaluation was needed both to demonstrate the value of ITS, and to determine the relative effectiveness of various approaches. For these needs, classic "before and after" evaluations, comparing pre- and post-implementation conditions was appropriate. Although these motivations are still valid, new needs have arisen which are influencing evaluators to use different techniques. These include the need to document and act upon lessons learned early in the deployment process, before the project has been completed. Thus, the evaluator has become an active participant in the implementation, rather than a passive observer. For the covering abstract see ITRD E114174.
