This ITS Planning Handbook is the first document of its kind in Europe. It aims to be a useful resource to help planners and decision makers in Europe's cities and regions achieve the full potential benefits from deployment of "intelligent transport systems", or ITS. It offers: (i) a generic approach to planning for the implementation of ITS, mainly for urban areas; (ii) advice on how to bring ITS planning alongside or into existing practice; (iii) a step-by-step method to develop an ITS deployment plan; (iv) advice, based on experience and good practice, on the main issues that can hinder - or favour - deployment; and (v) specific aids for ITS planning, including a model deployment plan and checklist.
