Abstract

Advanced Rural Transportation Information and Coordination (ARTIC) is a project in the Minnesota Department of Transportation (Mn/DOT) and Federal Highway Administration (FHWA) Intelligent Transportation Systems (ITS) Operational Test Program. This is a unique effort to combine agency services that previously operated independently. Mn/DOT and the Minnesota State Patrol (MSP) have developed a strong partnership, which resulted in the creation of a single coordinated high tech communications center serving multiple agencies. Results have improved safety and efficiency as well as identifying a process for future statewide deployments. The success of this operational test is best noted in the recent decision to deploy a statewide network of nine co-located Transportation Operation Communication Centers (TOCCs) based on the ARTIC project.
