Abstract

The present paper considers the factors that have led to success or otherwise in a range of different ITS application areas, and concludes that better coordination between ITS organisations and active involvement at the interface between end users and organisations have the potential to improve the outcomes from ITS research and investment. Some of the various models developed to consider successful technical innovation adoption in high technology are assessed to shed some light on what should be considered for ITS in particular. Then, the types and categories of ITS are specified, and the specific organisational factors, technical developments and end user needs and perceptions that have influenced, or indeed should have influenced, their success or failure are addressed. A wide ranging literature search on the factors that determine ITS takeup, and thereby to assemble the issues that should be given a real place in ITS research and product design, indicates that market factors and other non-technical aspects have a role in determining ITS uptake.
