The Ministry of Land, Infrastructure and Transport of Japan created ITS introduction guidance called 'ITS Toolkit' through cooperation with the World Bank in 2003. The case study survey was carried out in Metro Manila by using probe-car to assess the present traffic condition based on 'ITS Toolkit'. Moreover, in the case study, the possibility of using cooperative vehicle highway systems called 'SMARTWAY' is also investigated as an effective solution of the traffic problems in the countries other than Japan. This paper reports the findings of the investigation and also introduces the unfolding of the Universal SMARTWAY. For the covering abstract see ITRD E134653.
