Abstract

The UTMS (Universal Traffic Management System) is one of the ITS (Intelligent Transport Systems) related projects in Japan. The National Police Agency (NPA) is promoting this UTMS project in the field of traffic management. The Olympic Winter Games are to be held in Nagano Prefecture in Japan in February 1998. The NPA has been considering how the traffic management at the Olympic Games should be performed, with the Nagano Prefectural Police, which is responsible for it as a local police force. In special events like the Olympic Games, mistakes in managing traffic problems, such as congestion, leads to the failure of these events. It was also a very big problem in the Atlanta Olympic Summer Games. The mass media of Japan and foreign countries indicate that the serious congestion problem in Nagano city is the greatest weakness of the Nagano Olympic Games. The NPA, therefore, has a plan to complement the UTMS project in the Nagano Olympic Games, in order to realize ideal traffic management.
