Abstract

The Philippines Department of Public Works and Highways (DPWH) and the Department of Interior and Local Government (DILG) are the two central agencies in charge of policy and management of public roads. DPWH is responsible for 28,664 km of national roads while DILG monitors 172,000 km of local roads, composed of provincial, municipality, city, and village roads. The respective authorities at the local level mainly look after the local roads. The national roads are composed of 7,374 km with asphalt concrete, 12,764 km with cement concrete and 8,526 km of unpaved roads. In addition there are around 160 km of toll roads (expressways with grade-separated interchanges) and 7,600 national bridges.
