Abstract

The rise in the energy intensity of the transport system implies an `unsustainable' development. The main reason is the shift in the modal split towards the more polluting transport modes. The increasing value of time and a changing composition of freight make these transport modes more attractive. The issue is whether a spatial policy dedicated to transform transport flows can make some difference. (A)
