Abstract

A proposal has been drafted for a package of basic facilities that optimally meets users' needs. First, data was collected that would clarify the relevant duties and responsibilities and the ensuing need for information. Interviews were conducted to verify and to supplement the insights obtained. The existing basic products were listed and evaluated. The next step was to draw up a blueprint of policy areas and factors affecting road safety. Those questions that still remained unanswered were discussed at workshops attended by a large group of representatives from the Dutch national, provincial and municipal governments. The resultant proposal for a package of basic facilities suggests the following principal improvements: (1) Supplement gaps in the current basic data; (2) Collect `meta data' on relevant databases designed and developed for purposes other than road safety; (3) Make better agreements concerning the frequency of measurements and measurement protocols; (4) Concentrate subjective observations on those areas which are the focus of policy; (5) Greater emphasis on policy evaluation; (6) Improve the transfer of knowledge relevant to measures; (7) Improve dissemination of the available road safety models; (8) Offer more support using basic information; and (9) a consultation structure which ensures that the package of basic facilities continues to meet the demand for information.
