"Killing speeds : saves lives" : the outcome of consulting on York's speed management plan.

Abstract

The plan aims to reduce traffic speeds and road accidents in an acceptable way. At its heart are 3 road categories, each with a target speed and an indication of the measures which could be used to achieve the targets. The road categories, which have been developed with the Emergency Services and bus companies, are: (1) traffic routes - target: greater compliance with the speed limit; (2) mixed priority routes - target speed: 30 mph (20-25 at shops/schools/play areas); and (3) residential areas - target speed: 20 mph. Around 80% of survey respondents agreed that it was important to have a policy to manage speeds, with the principle of dividing York's roads into three types and the target speeds for each road category. Most measures proposed to achieve the target speeds were considered appropriate although there was some concern about mini-roundabouts and the blanket use of road humps. Over 400 requests to traffic calm roads were made during the consultation process - these are being assessed by the Highway Safety Team on its scheme request database.
