Abstract

Cost benefit analysis: experiences with a Dutch standardised approach Since 2000 cost benefit analysis (CBA) is applied as the standard approach to assessing all impacts of new Dutch infrastructure. In evaluating this CBA practice we conclude that compared to the situation before 2000 the approach has led to improved information for decision makers. The impact assessment of new infrastructure has become more consistent and complete. However, it seems useful to improve the current CBA practice. The treatment in the CBA's of risks and uncertainties of new project is not univocal and could be improved. Also, the transparency of the CBA's could be improved: for non economists most CBA's are hard to understand. The current CBA practice has not so much led to an impact on the 'got no go' decision for new infrastructure. The impact is that original plans are adapted: smaller projects and flexible planning.
