Abstract

In Europe, traffic coming from the right in principle has priority on intersections without right-of-way signs. Only in The Netherlands, an exception applies to motor vehicles. Even when coming from the left, motor vehicles have right-of-way over cyclists and moped riders. The general opinion is that the abolition of this exception regulation can only be realised, if measures are first taken to prevent conditions on the road becoming more hazardous for cyclists and moped riders. Ways of doing so would be, for example, to increase the number of intersections controlled by right-of-way signs. This report offers an estimation of the costs involved in making this infrastructural adaptation. adaptation. Due to lack of sufficient data and knowledge, this estimation must be based on a number of assumptions. It is proposed not to expand the number of controlled intersections too radically at first. The precondition for the success of the operation, however, is that the associated guidelines should be uniformly applied by the road authorities. The ultimate effect that the abolition of the exception regulation is expected to have on road safety, in combination with preceding adaptations, is not known. Therefore, an early evaluation is essential.
