Research has shown that many pedestrians have difficulties using the pavement, even though the use of this preeminently pedestrian area should be safe and comfortable. This paper formulates quality requirements for pavements. Criteria and standards are given for aspects such as: dimensions; pavement design; lighting; gradient; etc. Attention is also paid to personal security, the use of foot paths by people with a handicap, and the control of slippery roads caused by snow and ice.
