Abstract

Quality concern exists as long as professional skill. But the always preceding division of tasks and responsibilities caused by the industrialization of the production has led to a decreasing care for quality. Quality inspection at the end was not enough anymore. Therefore the concept of a total quality control was born. The society desires a governmental department that works efficient and effective, so a high quality for low costs. The role of the Ministry and Rijkswaterstaat in this process is discussed.
