Abstract

In spite of the new and more difficult economic climate, the needs in roads and highway still remain extensive. Durable factors have kept users on roads and the successive rise in oil prices have not reached competitivity of goods transport by road. The outlays to be spent are considerable while the financial capacities of governments are falling. A solution may be found through a higher contribution of the users and local authorities in financing the substructures.
