Abstract

Firstly, this paper describes the following: (1) the concepts of traffic safety, lack of traffic safety and danger; (2) the unacceptable degree of risk; and (3) the degree of the lack of traffic safety in the Netherlands. Secondly, the paper presents views of the lack of traffic safety that have been held over the years. The paper describes both the developments that have been taken place and in particular what has been achieved so far, and the rather complex dynamic systems approach. It also presents the Phase Model of the Accident Process in detail as an essential aid or checklist for the analysis of problems using the dynamic systems approach.
