The work was carried out on behalf of West Lothian Council, North Lanarkshire Council and others, as input to the Economic and Activity Location Impact report required under Scottish Transport Appraisal Guidance. The scheme is now the subject of a bill before the Scottish Parliament. The paper concentrates on the modelling and in particluar on the way in which the modelling forecasts the impacts of transport on jobs and workers.
