About 80,000 pupils are daily transported from and to school in The Netherlands. The local authorities are responsible for providing this kind of transport. About 80% of these pupils follow special education, because of a handicap. This special transport is now subject to discussion, because parents and teachers think it not safe enough and want specifications for anchorage of wheelchairs, safety belts, a limited number of passengers, another driving licence for the driver, etc. The Council for Traffic Safety specifies in this report the responsibility of the central government for this kind of transport and presents recommendations for new legislation and (higher) financing.
