Legal aspects of red light enforcement with digital cameras.

Abstract

This report deals with the legal aspects of digital enforcement camera use and focuses on those with technical consequences. In the VERA (Video Enforcement for Road Authorities) project funded by the EC, the use of digital cameras for traffic enforcement is examined to ensure acceptance and improve interoperability in all EC countries. An important part of this project is dedicated to the analysis of the legal and organisational aspects in several EC countries for all applications mentioned above. Such an overview is very important for the manufacturers of the systems in order that they might be able to develop systems that can be sold and used in all these countries. In those countries, where digital cameras have not yet been introduced for traffic enforcement, the overview will also help the authorities to specify an appropriate legal framework. The main results of this part of VERA, in which the PTB is responsible for the work package in question, are described. While in the reports of the project VERA all applications mentioned above are discussed in detail, this presentation focuses on red light and speed enforcement as characteristic examples. (A*)
