Abstract

In the normal course of affairs under our federal system with its divided powers, most of the specific problems confronting government today are of immediate concern only to one or two units. The federal government alone may be involved, or the states alone, or the federal and the state governments, or possibly the state and local, but rarely three. In the Field of traffic safety, however, we have a matter that is a real problem, one that places a claim on our best efforts for solution, and one that is of concern to all of our units of government- federal, state, and local.
